Public Policy Department

Postdoctoral research positions. Deadline: April 1, 2015

The Higher School of Economics Public Policy Department, Moscow, Russia invites applications for postdoctoral research positions in the field of Global Governance and Global Participation with specific focus in comparative analysis of protest movements and “protest publics”.

The job involves:

  • working under the direct supervision of Professor Nina Belyaeva, Head of Public Policy Department (PPD), and academic director of Master Program “Political Analysis and Public Policy”.
  • participants are encouraged to pursue their research within research projects of PPD, in four broad areas, which developed by PPD Professors in current Workshops (research groups of professors and master students):
  1. Global Governance and Global Participation (e.g. challenges to theory of social movements and theory of civil society, development of theory of “protest publics”, global actors and their impact on global public policy etc.);
  2. Regulatory Governance and Regulatory Regimes (e.g. public policy mechanisms and instruments, like soft law and soft power, multilevel regulatory regimes and changing role of nation state, international and local conflicts management etc.);
  3. Analytical Communities as Policy Actors (e.g. analytical communities as policy makers at national and global levels, comparing policy advisory systems and roles analysts play in them, challenges to theory of “policy advisory system”, existing explanatory models and new trends in assessing policy impact of analytical communities, boundary organizations, boundary work and hybrid management, knowledge-based governance, role of epistemic communities in policy design in non-democratic states etc.);
  4. Actors of Political Changes (e.g. “protest publics”, think tanks, EU etc., assessing their impact and role in the mechanism of political changes).
  • writing research papers for international peer-reviewed journals in co-authorship with the members of the PPD
  • teaching at Master Program “Political Analysis and Public Policy”
  • public presentations of candidate’s own research are also encouraged
  • participation in organization of the events and other contribution to the PPD’s development
  •  

The PPD offers working space equipped with computer and free internet access at HSE.

Requirements:

  • a PhD from an international research university in such fields of social science as: public policy and public administration, economics, sociology, political science; and subfields as: Public Policy, Comparative Public Policy, Public Policy Analysis, Human Rights, Democratic Governance, Global Public Policy, Global Governance, Soft Law and Regulatory Governance, Political Economy; Economics, Ethics and Society, Conflict Management.
  • a strong background in data processing and data analysis, including classical statistics, qualitative and quantitative methods
  • ability to work in a team, and with students
  • fluent English
  • relevant experience is an asset although not required
